Man Charged with Arson and Murder Stemming from
Double-Fatal Fire in Lowville in 2019 Posts Bail Just Weeks Before Trial

Lowville, NY- A Lowville man
facing murder and arson charges after a double-fatal fire in the village on
November 30, 2019, posted bail on Monday, just weeks before his trial on
the charges is set to begin.
Shawn L. Exford, 30,
appeared in court late Monday afternoon with his attorney, John Hallett,
where Mr. Exford’s mother, Shannon Exford, presented the court with a
$300,000 cashier’s check for the $3,000,000 partially secured bond which
requires 10 percent in cash and a willingness with potential to be on the
line for the remainder. An affidavit was provided stating that two
businesses and three other properties were additionally available as assets,
meeting the bail requirement set by
Judge Daniel R. King.
Mr. Exford has
been incarcerated at the Lewis County Jail on a probation violation for violating
the terms of probation related to an assault charge he was sentenced on in February of 2020. On Friday in
Lewis County Court, he admitted to the violation and was sentenced to time
served, making him eligible for a bail release on the current charges.
A grand jury indicted Mr. Exford on a number of charges in
March of 2020, including multiple counts of second-degree Murder
and first-degree arson, top count felonies, in connection to a double fatal apartment house fire at 7525 S.
State St. in Lowville on November 30. Two women were killed in the fire, Catherine
A. Crego, 58, and Saratina
R. Kilbourne, 42.
The trial in the
case is expected to begin on September 20th at 9 a.m.
