County Reaches Labor Deals With Two
CSEA Bargaining Units; BOL Meeting Recap

    Lowville, NY- Lewis County Legislators ratified two labor deals at last evening's
    meeting after union members approved both contracts. The full board was
    present for the meeting.

    CSEA Local 825 (Sheriff's Employees Unit 7250-03) and CSEA Local 825
    (General Employees Unit) contacts were ratified. The Sheriff's Employees unit's
    contract expired on December 31, 2016, while the General Employees unit's deal
    expired on December 31, 2017. The General Employees unit represents most
    county employees. Details of both contracts are included in the graphics below.


































    With the ratification of these two contracts, in addition to a new contract signed in
    March for the Sheriff's Office Road Patrol unit, all county employees (excluding
    the hospital) are now currently under an active contract.

    Legislators also approved a cost neutral measure to move four part-time
    Corrections Officers at the Sheriff's Office to full-time. In 2017, part-time staff
    exceeded full-time equivalent hours, indicating a need to create more full-time
    positions. The four additional Corrections Officer positions will be added to the
    2018 budget, using existing part-time staff and appropriations. A line item
    transfer moves $161,500 from the Temporary Personal Services budget at the
    Sheriff's Office to their Personal Services budget.

    With the approval of union labor contracts completed, the board also approved a
    2% salary increase for Department Heads and Non-Union/Exempt Management
    Confidential employees (excluding hospital employees), retroactive to January 1,
    2018. A public hearing for a local law changing salaries for employees elected or
    appointed to a fixed term was scheduled for the June 5th meeting.

    Also at Tuesday night's meeting:

    * A resolution that was originally in the packet to approve revisions to the
    Memorandum of Understanding  agreement between Lewis County and
    Jefferson Community College was pulled at the last minute.

    * The Board approved a resolution authorizing an agreement between the
    County and the Industrial Development Agency to contract with the IDA for
    marketing and public relations on behalf of the county. The Board authorized
    moving $20,000 from the contingency fund to cover the cost. The vote was 7-3,
    with Legislators Jerry King, Greg Kulzer and Bryan Moser opposed.

    * The Board passed a resolution opposing Assembly Bill A-10428 in the NYS
    Assembly, which proposes the elimination of marksmanship and/or shooting
    programs in public schools.

    * The Board adopted a resolution authorizing the County to retain ownership of a
    delinquent tax foreclosure parcel (.58 acres) adjacent to county owned property
    on the Brantingham Road in the Town of Greig.
