Lowville- The Lowville Village Police arrested Issac P. Juby, 18, of Lowville today, charging him with fourth degree Grand Larceny, a class "E" felony.
belonging to a Lowville woman. After taking the car, Mr. Juby was involved in an accident on State Route 26 in the Town of Martinsburg, handled by the State Police.
