West Carthage- The New York State Police in Carthage charged Darcy L. Bowman, 34, of Lowville, with second degree Harassment- With Physical Contact on Monday evening. The charge stems from a domestic dispute taking place in the Village of West Carthage on Friday, June 19th. She was issued a ticket to appear in Village of West Carthage Court at a later date. |
