Village of Lowville to Hold Public Hearing April 15th on Proposed $3.04M 2026/27 Budget

Lowville, NY- The Village of Lowville Board of Trustees has scheduled a public hearing on the Tentative 2026/27 budget during their monthly meeting on April 15, 2026 at 4:00 p.m. at the Municipal Building on Bostwick Street.

 

The 2026/27 budget proposes a property tax rate of $8.819 per $1,000 of assessed property value, a 10 percent decrease from the 2025/26 rate of $9.789 per $1,000 of assessed value.

 

The tentative 2026/27 budget proposes $3,036,380 in expenditures, a $242,110 increase over the $2,794,270 allocated in the 2025/26 budget. Notable line item increases include:

 

·      The line item for legal expenses was increased from $60,000 in 2025/26 to $118,000 for 2026/27, a $58,000 increase year-over-year. Officials say this is a result of increased utilization of the Village Attorney.

·      The total budget for the Police Department is increasing by $64,050, from $586,100 to $650,150. The increase is attributed to the purchase of a new police vehicle.

·      The total budget for the Fire Department is increasing from $86,400 to $116,800. The increase includes improvements to the parking lot and engineering costs for roof repairs.

·      Additional budget increases for improvement projects include a new AC unit, new LED lighting at the police station, and two new trucks for the Department of Public Works.

 

The total amount to be collected through real property taxes (tax levy) is proposed at $2,169,904 for 2026/27, up 4.0 percent over the $2,085,391 collected for 2025/26. While the tax levy is increasing by 4.0 percent, exceeding the New York State property tax cap limit allowed for the village this year, the rate per $1,000 of assessed value will drop by 10 percent from $9.789 in 2025/26 to $8.819 for 2026/27. This is a result of an increase in the total value of taxable property in the village from $212,817,906 in 2025/26 to $246,047,312 for 2026/27. Most residents will likely see a slight increase to their village tax bills as many properties in the village were reassessed at higher values, meaning although you are paying a lower rate per $1,000 of assessed value, the increase in property value may result in a larger tax payment compared to last year.

 

Currently the Village’s fund balance sits at approximately $2.2 million. The 2026/27 fiscal year for the Village begins on June 1, 2026.
