Tug Hill Commission Releases New Issue Paper: ATV
Recreation: Considerations for Municipalities
WATERTOWN, NEW
YORK – The Tug Hill Commission recently completed a new issue paper, ATV
Recreation: Considerations for Municipalities, which consolidates
information on existing ATV resources, where ATVs stand in New York’s
current legal framework, the benefits and challenges municipalities may
face when deciding to legislate on this activity, suggestions for best
practices when preparing local laws, and larger policy considerations. ATVs
are an important activity from a recreation, economic, and tourism
standpoint, and various considerations can help reduce municipal liability
and ensure safety for all parties involved. The paper can be downloaded

The Tug Hill
Commission gratefully acknowledges assistance and review of elements of
this paper by the New York Municipal Insurance Reciprocal, NYS Department
of Environmental Conservation, NYS Department of State, Lewis County,
Oswego County, various regional ATV clubs, and our many municipalities.
Two other papers
were newly published by the commission the past
few months: Understanding the New Regulatory Standards for Animal
Shelters and A Municipal Guide for Writing Requests for Proposals
for Professional Services. These topics were identified through many
technical assist requests from towns and villages
with the region’s five councils of governments.
Three papers were
also updated by the commission over the summer: Introduction to
Municipal Websites, Planning for Solar Energy Projects, and Short-Term
Rentals.
All
of the commissions technical and issue papers are designed to help
local officials and citizens in the Tug Hill region and other rural parts
of New York State. They are downloadable for free from the Tug Hill
