Lewis County Pursues a County-Wide Complete Streets
Plan and Invites Engagement Through Open House Event
Lewis County, NY – July 24, 2023 –
In recognition of the 2022 Community Health Assessment completed by Lewis
County Public Health, the Lewis County Department of Planning and Community
Development is leading the efforts to complete a County-wide Complete
Streets Plan. With consultation, technical, and engineering expertise
provided by Barton & Loguidice’s Syracuse
office and Clarkson University, Lewis County will undertake a comprehensive
study of existing conditions, provide the Board of Legislators with
Complete Streets Design Guidelines for adoption, and develop a list of
recommendations and customized complete streets solutions for up to eleven
(11) villages and hamlets.
A “complete
street” is defined as a roadway that is designed and operated to enable
safe access for pedestrians, bicyclists, motorists, and public
transportation users of all ages and abilities to allow for safe movement
along and across a roadway. A county-wide complete streets plan will
provide consistent guidelines to ensure that any new bicycle and pedestrian
infrastructure align with the county’s rural character.
The project’s
overall goal is to provide Lewis County’s villages and hamlets with the
tools they need to ensure safe access for all persons who use their
streets.

Director of Lewis County Public Health, notes that “The adoption of a
County-wide Complete Streets Plan and Policy is a critical step towards
improving health outcomes by creating safe, walkable, and bike-friendly
communities that encourage physical activity, reduce chronic diseases, and
enhance overall well-being.”

ensuring the safe and accessible transportation options for all residents
while preserving our natural resources and promoting community well-being”
adds Lewis County Board of Legislators Chairman, Larry Dolhof.
To develop an effective plan, the County
is seeking input from the public and has scheduled an Open House event
on Wednesday, August 9th, from 4:00 pm to 7:00 pm at the ‘FAB Lab’
at the Lewis County Jefferson Community College Educational Center, located
at 7395 East Road in Lowville. Community members, business owners, and
visitors are encouraged to stop in anytime during
the event to learn about complete streets, share project ideas, and express
a vision for Lewis County’s villages and hamlets. There will be a series of
stations and maps where residents will be able to actively share ideas.
