Letter from Onondaga DA’s Office Suggests Sufficient Evidence Exists to Support Arrest of Lowville Police Chief and Sergeant on Misconduct Charges

Lowville, NY- In a letter, sent to Lewis County District Attorney Leanne Moser and Lowville Mayor Joseph Beagle, dated May 24, the Onondaga County District Attorney’s office advises they believe “sufficient evidence exists to authorize an arrest” of two members of the Lowville Police Department.

 

The Onondaga County DA’s office opened an investigation into the Lowville Police Department in February, following the recusal of DA Moser from the case, after State Police investigators executed a search warrant at the police department seeking documents related to the STOP-DWI program.

 

The investigation involves allegations of official misconduct by both Police Chief Randy L. Roggie and Sergeant Philip K. Turck, specifically alleging that Sgt. Turck submitted falsified timesheets seeking payment for hours he did not work while Chief Roggie allegedly knowingly approved the falsified timesheets. The letter states that more specific information will be provided to DA Moser and Mayor Beagle “in the coming weeks” regarding the allegations and the evidence collected.

 

Mayor Beagle had no comment when reached this afternoon about the developments, citing the ongoing investigation.

 

At this time no arrests have been made, to our knowledge.

 

The letter also notes that appropriate steps should be taken by DA Moser and Mayor Beagle to “ensure the integrity of any cases or investigations that have been handled or overseen by the above-named individuals on behalf of the Lowville Police Department.”
