Lowville- Many people have noticed that the scanner frequencies for local law enforcement and dispatch communications have recently changed. This is due to the ongoing project throughout the county that has upgraded and modernized the county's entire communication system. The new state-of-the-art digitally trunked radio system uses Project 25 technology for all voice and data products. Eventually, this P25 radio system will likely be expanded to neighboring counties as part of a regional radio project that is currently in the planning stage. The most likely candidates to join the system in the future would be neighboring Jefferson and Oneida counties, which are planning their own trunked radios systems for future deployment, and would benefit greatly for sharing system resources with Lewis County. WHAT IS P25? Project 25 (P25 or APCO-25) is a suite of standards for digital radio communications for use by federal, state/province and local public safety agencies in North America to enable them to communicate with other agencies and mutual aid response teams in emergencies. P25 is expected to work jointly with existing analog systems, using a "simulcast" method for control. "Simulcast" refers to the use of the same set of control channels throughout a given area, which are "simultaneously broadcast, or simulcast" in the region. Inter-operable emergency communication is integral to initial response, public health, community safety, national security and economic stability. Of all the problems experienced during disaster events, one of the most serious, is poor communication due to lack of appropriate and efficient means to collect, process and timely transmit important information. In some cases, radio communication systems are incompatible and inoperable, not just within a jurisdiction, but within departments or agencies in the same community. Non-operability occurs due to use of outdated equipment, limited availability of radio frequencies, isolated or independent planning, lack of coordination and cooperation between agencies, community priorities competing for resources, funding and ownership, and control of communications systems. Recognizing and understanding this need, P25 was initiated collaboratively by public safety agencies and manufacturers to address the issue with emergency communication systems. P25 is a collaborative project to ensure that two-way radios are inter-operable. The goal of P25 is to enable public safety responders to communicate with each other and achieve enhanced coordination, timely response, and efficient and effective use of communications equipment. Radios can communicate in analog mode with legacy radios, and in either digital or analog mode with other P25 radios. Additionally, the deployment of P25- compliant systems will allow for a high degree of equipment interoperability and compatibility.
Advanced Multi-Band Excitation (AMBE+2) voice codecs which were designed by Digital Voice Systems, Inc. to encode/decode the analog audio signals. P25 may be used in "talk around" mode without any intervening equipment between two radios, in conventional mode where two radios communicate through a repeater or base station without trunking or in a trunked mode where traffic is automatically assigned to one or more voice channels by a Repeater or Base Station. How to Monitor the New System Traditional scanners are not capable of picking up the frequencies of the trunked P25 system. People that have analog scanners can put in the new fire alert channel of 151.415 Mhz to monitor fire activities for now. The only family of Uniden scanners that will properly trunk track this system is the "Home Patrol" series. Radio Shack and Whistler also make a digital scanner capable of trunk tracking most P25 systems. The new primary control frequencies for the trunked P25 system are 453.15000 and 453.36250, with 453.26250, 453.31250, and 453.55000 used as voice/data frequencies. Being that this is a trunked system, the control frequencies hop. A radio will key up, which sends data to the control frequency that a user is keying. The control frequency then sends data to each radio that is monitoring that particular talk group that the radio needs to switch to a voice frequency (whichever one the controller picks). All of this data is sent, and received within a half of second, so when the person who keyed the radio talks, everyone on that talk group can hear. We spoke with Matthew KD2DXF (radio call sign), a local amateur radio operator, who had a few tips for people considering the purchase of a new scanner system. He is one of the amateur operators in the area mapping the new system along with it's bandplans and many talk groups. The system is still undergoing changes and updates to programming making it difficult to fully complete the mapping of talk groups at this point. " Because the system is so new, whoever goes out and buys a Digital Scanner now, will not be able to properly program it without knowing the bandplan of the new system. One way of programming your new scanner during the transition is to program the 5 frequencies as conventional frequencies, and set to digital only. This will allow you to listen to everything, while the talk groups are being mapped out." he told us.
