    Watertown- The Watertown Police Department arrested a Lowville woman on
    Friday night at the Metro-Jefferson Public Safety Building.

    Jessica C. MacCartney, 26, was charged with third-degree Falsely Reporting an
    Incident for allegedly reporting an incident on Sept. 5 that police say did not
    occur. She was issued a ticket to appear in Watertown City Court on September
    30.
