annual budget votes and board of education elections at area schools. Below is a breakdown by each district in the county on what voters will be deciding. BEAVER RIVER CENTRAL SCHOOL: Voters in the Beaver River Central School District will be voting on a total proposed budget of $15,998,476, a decrease of $1,370,604 from last year's budget of $17,369.080. Two board seats are up for election,with current president Gary Herzig not seeking re-election. Incumbent Todd Lighthouse and newcomer Shannon Reed are running unopposed for the two seats. Voters will also have three propositions on the ballot. Proposition 1 will seek approval for the purchase of three new buses. The district uses a seven-year rotation plan with 3 of the 21 buses in the fleet replaced each year. Proposition 2 proposes the creation of a $1.5 million Capitol Reserve Fund, in essence a district savings account. Proposition 3 is in regards to the Beaver Falls Public Library. Public Libraries in New York State have the ability to place funding propositions on a school district ballot. The Beaver Falls Public Library has requested an increase of $5,000 to pay for operating costs. This will be collected through school taxes if approved. COPENHAGEN CENTRAL SCHOOL: Copenhagen Central School District voters will be deciding on a proposed budget of $10,260,505.00, a decrease of $224,920.00 or 2.145% from last year's budget. The district plan to balance the budget includes appropriating $626,602.00 of fund balance and proposing a tax levy increase of 2.0% or $33,048.00. The planned tax levy increase exceeds the State Property Tax Cap amount and will require a 60% supermajority to pass, according to the district. Voters will also fill two board seats from three candidates seeking the positions. Incumbents Robert F. Stackel and Lynn A. Murray, along with newcomer Rev, Holly S. Evans are all vying for the two available five-year seats. Two propositions will be on the ballot as well: Proposition 1 reads: Shall the district be authorized to provide transportation of Head Start children from the Copenhagen Central School to Lowville Head Start Center and return on an existing BOCES bus route? Shall the District be authorized to provide transportation of Head Start children from the Copenhagen Central School to their homes in the afternoon on an existing p.m. bus route? This will demand no additional costs to the District? Proposition 2 reads: Should the Board of Education be authorized to permanently establish a General Capital Reserve Fund pursuant to Education Law 3651 not to exceed $1,000,000 to be funded by the District from existing appropriated funds on hand and to be expended only upon future voter approval(s), for the purpose of financing the District’s share of either the full or partial costs of any capital addition, improvement, of district property or other object or purpose for which the District would otherwise be able to seek and issue bonds pursuant to the local finance law, and to replenish payments therefore for subsequent years by yearly levy upon the taxable real property of the district at a rate not to exceed $200,000 per annum. HARRISVILLE CENTRAL SCHOOL: Voters in the Harrisville Central School District will be deciding on a proposed budget of $9,544,280. One seat on the board of education is up for election, with current member and Vice President Corey Bearor running unopposed. Also on the ballot will be two propositions. The first proposition seeks authorization for the purchase of two new buses, not to exceed $219,000. The second looks to increase funding to the Harrisville Public Library by $5,000 annualy from $45,000 to $50,000. Polls will be open from 12 PM- 8 PM on Tuesday,May 17th, at the school. LOWVILLE ACADEMY & CENTRAL SCHOOL: Lowville Academy & Central School district voters will be voting on a proposed 2016-17 budget of $26,139,210, an increase of $255,000 or .99% over the current years budget. The tax levy is expected to remain the same. Voters will also be electing three members to the district's board of education. Current members James Farquhar III and Paul Kelly are running unopposed to keep their current seats. Newcomers Stephanie Houser Fouse and Jana Brown will be facing off for the seat being vacated by Arlene Hall, who is not seeking re-election. Voters will also be asked to approve two propositions. The first will authorize the purchase of three new school buses for an amount not to exceed $360,000. The second proposition will seek authorization to transport Head Start students on the regularly scheduled bus routes for the 2016-17 school year. Voting will take place from 12 PM - 8 PM at the school on Tuesday, May 17th. SOUTH LEWIS CENTRAL: South Lewis Central School District voters will be deciding on a proposed 2016- 17 budget of $24,773,105, a decrease of $365,888 from the current year's budgeted amount. Voters will also be electing two members to the board of education. Incumbent Michael Lisk along with newcomers Jessica Carpenter and Lynette Parker will all be vying for the two seats. Current member Tina Stanford is not seeking re- election. One proposition will be on the ballot, a proposal seeking authorization for the purchase of three new buses not to exceed $309,919.
