Lowville- The New York State Commission of Correction has recommended
    that the Lewis County Jail add the rank of corporal to the officer roster.

    Currently the Lewis County Sheriff's Department uses a sergeant, the officer in
    charge, and correction officers on each of the four shift teams that cover the
    jail. There are four sergeants, one for each team. When a sergeant is not
    there, such as a sick day, personal day or during vacation, one of the
    correction officers on duty is deemed the officer in charge, under the current
    system.

    The State Commission of Correction recommendation would have the position
    of corporal created as a secondary supervisor for each shift team at the jail.
    The corporal would be in charge in the absence of the sergeant.

    The recommendation would not increase the size of the staff on a shift team, it
    would instead move one correction officer from each team into the higher rank
    of corporal, as an official supervisor needs to be on duty at all times.

    Lewis County Sheriff Michael Carpinelli and Undersheriff James Monnat
    outlined the recommendation to a county legislative committee on April 14th.

    "They are going to write us up on this," the Sheriff told the committee members,
    while recommending the Board of Legislatures approve the addition of the
    position.

    The NYS Commission of Correction is a three member deliberative body, which
    meets monthly to discuss variances, maximum facility capacities, proposed
    changes in regulations, mortality investigations, and other matters that may
    arise, according to their website. Their mission statement states:

    The New York State Commission of Correction has a mission to provide for a
    safe, stable and humane correctional system in New York State.

    To this end, the Commission:

    Promulgates minimum standards for the management of correctional facilities;

    Evaluates, investigates and oversees local and state correctional facilities
    and police lock-ups;

    Assists in developing new correctional facilities; and

    Provides technical assistance.
