Lowville- The New York State Police arrested two Lowville men Tuesday,
    following a traffic stop on Utica Blvd. in the village occurring shortly before
    noon.

    Dylan J. Babcock, 20, and John C. Hirschey, 38, were both charged with one
    count of seventh-degree Criminal Possession of a Controlled Substance, a
    class "A" misdemeanor under NYS PL section 220.03.

    Both men were processed and issued tickets to appear in the Village of
    Lowville court at a later date. No additional details were immediately available
    from State Police.
