Town of Fine- The New York State Police arrested a Harrisville man
    Wednesday night after an alleged hit and run property damage accident in the
    Town of Fine.

    Donald W. Fowler, 21, was charged with one count of first-degree Operating a
    Motor Vehicle While Impaired by Drugs, an unclassified misdemeanor under
    NYS VTL section 1194.04; one count of Leaving the Scene of a Property
    Damage Accident, an infraction under NYS VTL 0600.01A; and one count of
    Speed Violation- Exceed Conditions, an infraction under NYS VTL section
    1180.0E.

    Mr. Fowler was issued tickets to appear in the Town of Fine court at a later
    date. The incident is still pending further investigation, with no additional details
    available at this time.
