Lowville- During the public comment period of the Lewis County Board of
    Legislators meeting on Tuesday evening the board was presented with a
    complaint from a resident in regards to amending a pistol license.

    Jeffrey Christman, a lifetime license holder for 35 years, took issue when,
    attempting to add a new pistol to his license as an amendment, his paper license
    was confiscated and a new plastic card was issued for a fee of $13. Mr. Christman
    read and presented to the board a letter (Included at end of article) voicing his
    concerns and suggested that newly elected County Clerk, Linda D. Hoskins, had
    changed the policy of how the office processes pistol licenses and amendments to
    existing licenses since taking over as County Clerk.

    We spoke with Ms. Hoskins, elected in November, who helped clarify the issue
    and licensing policy.

    "We have not changed any of the pistol licensing policies since taking office and
    have no intention to do so," Ms. Hoskins said. "The changes referred to were put
    in place in April of 2013 through the direction of the County Court's law clerk."

    The issue stems from the way the old paper style licenses were processed versus
    the new plastic license cards. According to Ms. Hoskins, the same information is
    collected and is still turned over to the New York State Police as it has always
    been.  Since 2013, all license applications and amendments are electronically filed
    into the county's record keeping system, instead of using paper copies. The
    information required by the State Police to issue a license is still submitted via a
    paper copy. No data is sent electronically to the State Police, according to Ms.
    Hoskins.
     
    When amending an older paper style license since 2013, users are now issued a
    plastic license card, which carries a $13 fee in addition to the $3 amendment fee.
    Holders of the paper licenses are not required to purchase the plastic cards
    unless an amendment or replacement is needed. Anyone who wishes to have the
    plastic card instead of the paper license can upgrade for the $13 fee of the card.

    "The direction of the court advises that a person can not possess multiple
    licenses," Ms.Hoskins told us. "If amending a paper license we are required to
    issue the plastic card and must destroy the older paper style license," she
    continued.

    The information provided is still only input into the county system, the same way
    the paper licenses were handled, and is not connected to a State database we
    were told.
