Lewis County Court Activity Report: July 10, 2020

    Lowville, NY- The following activity took place Friday morning in Lewis County
    Court, with the Honorable Daniel R. King presiding.

    Ryan R. Evans, 39, of Clinton, NY, was sentenced to serve 2 to 6 years in State
    prison after unsuccessful completion of the Lewis County Drug Court Program.

    Mr. Evans was placed in the drug court program after pleading guilty to felony
    counts of Driving While Intoxicated and Aggravated Unlicensed Operation in
    Lewis County Court on December 7, 2018. At that time he admitted to driving
    while intoxicated and while his license was revoked, due to previous DWI
    convictions, on State Route 12 in the town of Leyden on April 8, 2018. Mr. Evans
    had two previous DWI convictions, one in Herkimer County in 2008 and the other
    in Oneida County in 2012.

    Mr. Evans was removed from the county's drug court program with unsuccessful
    completion after "no fewer than four violations of the contract," Judge King stated
    during the proceedings.

    Mr. Evans will have his driver's license revoked for one year and was ordered to
    pay $1,500 in fines and $520 in court fees, in addition he was ordered to
    participate in a Victim Impact Panel.

    Nicole L. Hutchins, 34, of Watertown, was sentenced to serve 1 to 3 years in
    State prison. She pleaded guilty to a number of charges in Lewis County Court
    on December 20, 2019, stemming from two separate arrests, satisfying the
    dozens of charges she was originally facing. At that time guilty pleas were
    entered for:

  • Driving While Intoxicated, a class E felony
  • Criminal Possession of a Weapon (fourth-degree), a class A misdemeanor
  • Criminal Possession of a Controlled Substance (seventh-degree), a class A
  • misdemeanor
  • Attempting to Possess a Forged Instrument (second-degree), a class E
  • felony
  • Aggravated Unlicensed Operation (second-degree), an unclassified
  • misdemeanor
  • Unlawful Fleeing an Officer
  • Reckless Driving
  • Speeding

    For the first three counts, Ms. Hutchins admitted to driving while intoxicated on
    January 1 in the town of Turin and illegally possessing an electronic stun gun
    and a controlled substance. The remaining charges stemmed from a traffic stop
    in the town of Lowville on April 16, where Ms. Hutchins admitted to attempting to
    possess an Illinois license plate in an attempt to deceive law enforcement.

    Ms. Hutchins was previously convicted of Driving While Intoxicated in the town of
    Ava on June 8, 2017.

    She was additionally ordered to pay $375 in court fees and an unspecified
    amount in fines. Her driver's license will be revoked for one year and she was
    ordered to participate in a Victim Impact Panel.

    Aleea J. Ortlieb, 34, of Lowville, was sentenced to a one year conditional
    discharge on a count of third-degree Burglary, to which she pleaded guilty to on
    June 26. At that time she admitted to stealing from the Walmart store in Lowville
    on April 11, while knowing she was banned from entering Walmart locations due
    to a previous shoplifting conviction. She was aditionally ordered to pay $760.96
    in restitution and surcharge and $375 in court fees.

    TJ S. Parker, 31, of Lake Placid, NY, pleaded guilty to one count of felony
    Driving While Intoxicated, admitting to driving while under the influence of alcohol
    on November 14, 2019 in the town of Denmark. Mr. Parker was placed on interim
    conditions of probation for one year, with sentencing scheduled for July 9, 2021.

    Joshua J. Young, 29, of Lowville, pleaded guilty to one count of fourth-degree
    Grand Larceny, a class E felony, and one count of second-degree Attempted
    Assault, also a class E felony.

    Mr. Young admitted to stealing a 2006 Ford pickup truck on June 18, 2019 in the
    town of Turin. While incarcerated at the Lewis County Jail on the charge, Mr.
    Young admitted that on October 23, 2019, he attempted to assault another
    inmate at the jail.

    Sentencing in the case was adjourned to August 7, when Mr. Young is expected
    to be sent to State prison for 1 1/2 to 3 years.
