Lewis County Clerk Announces Plan for Some In-Person
DMV Transactions to Resume by Appointment Starting June 17

    Lowville, NY- The Lewis County DMV will be reopening to limited in-person
    transactions by appointment beginning on June 17.  

    Lewis County Clerk Jake Moser made the announcement during a news
    conference this afternoon, laying out the process for the phased reopening of the
    office.

    The return of in-person transactions will take place gradually through three
    phases, with no specific time set between each phase.

    Phase 1 will begin on June 17 and will be limited to the following transactions by
    appointment only:
  • CDL license renewal only
  • CDL permit testing
  • Replacement of peeling license plates
  • No class D (new driver, or motorcycle) permit testing at this time

    A special phone line has been established for making an appointment with the
    Lewis County DMV.  Starting on Thursday, June 11, 2020, Lewis County DMV's
    dedicated appointment line- 315-376-9729- will be available Monday through
    Friday from 8:30 a.m until 3:30 p.m. The DMV recommends having a pen and
    paper handy to write down any information that is given to you while setting up
    your appointment.

    Any transaction that can be done online, by mail, or via the drop box at the DMV
    office will continue to be handled that way. These transactions include:
  • Replace a title
  • Replace  lost registration documentation
  • Replace lost registration renewal
  • Registering a vehicle, trailer, or boat
  • Plate surrenders (please include $1.00)
  • Address change to license or registration
  • Pay civil penalties
  • Pay suspension termination fees
  • Pay driver responsibility assessment
  • Request a driver abstract

    Phase 2 of the reopening plan will come later, at a date to be determined.
    Transactions that will be included in Phase 2 are:
  • CDL license renewal
  • CDL permit testing
  • Replacement of peeling license plates
  • Registration amendments other than address change
  • License amendment
  • Exchange out of state for New York State license
  • Real ID/ EDL, Standard Drivers license
  • Motorcycle permit testing
  • No class D (new driver) permit testing at this time

    Phase 3 will include:
  • CDL license renewal
  • CDL Permit testing
  • Replacement of peeling license plates
  • Registration amendment other than address change
  • License amendment
  • Exchange out of state for New York State license
  • Motorcycle permit testing
  • Class D (new driver) permit testing

    Mr. Moser said the plan was developed in conjunction with guidance from the
    State about how the reopening should appear. This includes:

  • Both State and County DMV offices are authorized and are recommended to
    utilize a reservation system.
  • Both State and County DMV offices are authorized to limit transactions to
    county residents only.
  • CDL permit tests will resume and will be by appointment only.
  • Class D (new drivers, motorcycle) permit tests will begin at a later date in
    alignment with the State’s reopening.
  • Staff are encouraged to wear the appropriate PPE when interacting with
    each other and the public.
  • Proper social distancing at all times and use of PPE by all customers.
  • Frequent cleaning and disinfecting of all areas accessible to the public and
    employees.
  • Compliance with NY Forward , CDC, and the NY Department of Health.
