County Lawmakers Approve Payment for Sheriff's Office Gun Purchase

    Lowville, NY- Lewis County lawmakers held an executive session behind closed
    doors prior to Tuesday's meeting to discuss pending litigation filed by the owner
    of 4 Corners Trading Post, in Constableville, seeking payment in the amount of
    $9,999.80 for long guns and accessories purchased by the Lewis County
    Sheriff's Office.

    A motion was made during the regular portion of the meeting approving the
    payment for the guns. All nine legislators present voted in favor of the motion,
    with Legislator Andrea Moroughan absent from the meeting.

    County Attorney Joan McNichol told the board prior to the vote that the purchase
    violated the County's procurement policy in two ways, noting that Sheriff Michael
    Carpinelli should have obtained approval from County Manager and Budget
    Officer Ryan Piche prior to ordering the guns, in addition to receiving written
    quotes and bids before making the purchase.

    “I will be providing something to the Sheriff to indicate that he must follow the
    policies and not place this board and the County in violation of procurement
    policies,” Ms. McNichol told the board, noting she would also send a letter to 4
    Corners Trading Post to clarify that the business is not to place orders in the
    future without a valid purchase order signed by the Lewis County Manager.

    Sheriff Carpinelli did not attend the meeting.

    The board also voted to allow Sheriff Carpinelli to fill a part-time deputy position
    for use in the Parks and Recreation Services patrol.
