    Watertown, NY-  The Watertown City Police Department charged Samuel P.
    Yancey, 68, of Croghan, with forcible touching, a class A misdemeanor, this
    morning at the Metro-Jefferson Public Safety Building, where he turned himself in
    after an arrest warrant was issued.

    Mr. Yancey is accused of forcibly touching a 19-year-old Watertown woman in
    October.
