Lowville, NY- Village Trustees' approved a $18,914,994.40 bond resolution at
their monthly meeting last evening, moving the five streets project forward.

The Five Streets Project addresses some of the oldest infrastructure on the
Village's water and sewer systems, including upgrading water and sewer lines on
Park Avenue, Water Street, Shady Avenue, Trinity Avenue and Stowe Street.

The Board of Trustees also moved to send a letter of intent to the low bidders on
the project, as bond funds will not be available for 50 days and the board wants
the contractors to be ready to start as soon as the funds become available. The
bids can not be officially awarded until the bond is finalized.

It's likely one street would be completed this year, two streets next year and the
remaining two streets in 2020. Officials have not yet determined the order in
which the streets will be completed.

The bond resolution includes $1.2 million for the purchase of the portable water
filtration unit and generator that the Village has been leasing since August.

Also taking place during Wednesday's meeting:

  • The board passed a local law combing the Village Planning Board and
Village Zoning Board with the Town of Lowville to form a joint Planning
Board and a joint Zoning Board. A public hearing was held with no comment
    from the public.

  • The board passed a local law prohibiting debris from being placed in the
street and prohibiting commercial entities from depositing brush and debris
at the Village's disposal area at the Wastewater Treatment Plant.

  • The board set a public hearing for July 18th at 5 PM for a proposed law to
rezone a portion of Shady Avenue from residential to auto-commercial.

  • A public hearing was set for July 18th at 5 PM for a proposed amendment to
the local dog law to clarify language on the dog owner's responsibility to
clean up after their dog in public places.

  • The board asked that the Municipal Board review and make a
recommendation as to whether the Village should participate in the Central
Lewis County Regional Water Study, as requested by the County. The
Municipal Board previously recommended the Village not participate in the
    study.

  • The board approved a proposal from Double Play Sports to run the summer
recreation program for four weeks at a cost of $25,000. The Village pays
76%, while the Town of Lowville pays the other 24%.

  • Department of Public Works (DPW) Superintendent Thomas Compo noted
that brush pickup by the DPW ended over Memorial Day weekend and will
resume this fall. VILLAGE RESIDENTS ONLY may still drop off their brush
at the designated area at the Wastewater Treatment Plant on E. State
    Street.
