The Lewis County Board of Legislators issued a Bid Notice yesterday, soliciting contractors interested in the construction phase of the project. Educational Center Project located in the Town of Lowville, New York, will be received until 2:00 pm. local time July 16, 2018 at the office of the Lewis County Board of Legislators, 7660 North State Street, Lowville, New York 13367 at which time and place bids will be opened. A pre-bid meeting will be held on Monday July 2 at 1 pm at the Lewis County Court House, Legislative Chambers (second floor), 7660 North State Street, Lowville, New York 13367. The project includes performing site work, utilities, and structural construction as specified in the Contract Documents. One prime contract is part of this work, as follows: Contract 1- Site Work, Utilities, and Structural Each Bid must be made using the forms provided in the Contract Documents and shall be accompanied by a bank cashier's check or certified check or a Bid Bond payable to the County of Lewis in the amount of 5% of the Total Bid as a guarantee that the Bidder will enter into the Contract if the project is awarded. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the County of Lewis, the bank cashier's check or certified check or Bid Bond shall be forfeited to the County of Lewis. Contract Documents may be reviewed at the office of the Lewis County Board of Legislators, 7660 North State Street, Lowville, New York 13367; at the offices of C&S Engineers, Inc., 499 Col. Eileen Collins Boulevard, Syracuse, New York 13212; the offices of the Syracuse Builders Exchange, 6563 Ridings Road, Syracuse, New York, 13206 and through F.W. Dodge Division, McGraw-Hill Information Systems Company. Copies may be obtained at the office of C&S Engineers, Inc. (contact Rita Fendick at 315-455-2000). All prospective bidders are requested to register with Rita Fendick at C&S Engineers, Inc. to ensure receipt of any addenda. It is the Bidders sole responsibility to ensure receipt of all addenda. Questions on the bidding package shall be directed in writing to Chuck Brooks at C&S Engineers, Inc. at cbrooks@cscos.com (315-455-2000). All requests for Bid clarification submitted after 5 p.m. EST on July 9, 2018 may not be answered. All questions will be answered via email and documented in writing as an Addendum to the Bid. These will be sent out via email, to all who received the original Bid. Bids must be submitted in sealed envelopes with the Project Name plainly written on the outside. No Bidder may withdraw his Bid within 45 days after the Bid Opening. The successful Bidder must furnish Performance and Payment Bonds, in an amount at least equal to the Total Bid, with a surety authorized to do business in the State of New York and acceptable to the County. Bidders are not to include in their Bid, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project. The General Municipal Law of the State of New York requires that Bidders certify, under penalty of perjury, that the Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. A certification is included with the Bid Proposal which each Bidder must sign in the space provided. The County of Lewis reserves the right to reject any or all bids offered.
