| Legislators Pause JCC Extension Plans Until Operating Agreement Signed 02/18/17 06:00am |
session late Friday afternoon, where they were expected to review the engineer/architect proposals submitted for the planned JCC Extension Center project on the East Road, just outside of Lowville. After conducting some regular business the board then entered into executive session for a briefing from County Attorney Joan McNichol on the operating agreement between Lewis County and Jefferson Community College. Following the executive session, Ms. McNichol stated that County Manager Liz Swearingin had received a call from the President of Jefferson Community College informing the County that JCC needed to "hold off" on signing an operating agreement at this time. JCC assured the county manager that they were fully committed to the planned extension center and partnership, they just needed more time before signing any agreements, Ms. McNichol said. She also said that JCC was waiting for the State Budget to see what funding they receive. Ms. McNichol recommended rescinding the Request for Proposal for the design phase of the extension center building. She told the board they can put the project out for bid again once they learn more. The board voted 9-0 to rescinded the RFPs and wished to thank those that submitted proposals. Back in August the board committed $4 million to develop the educational extension with JCC to offer manufacturing and agribusiness training and certificate programs to Lewis County. At that time they approved the property acquisition for and the construction of a 20,000-square-foot building with classrooms and laboratories, if JCC provided a commitment of at least ten years to provide the programming, staff and operation of the extension campus in Lewis County. |
